This parable is not about the "recruiter".  It is a parable about salvation and grace. To extrapolate a story about a recruiter out of this passage is to 1) add something to the story Jesus told without warrant, and 2) ignore the point of the parable (i.e. salvation in full is available no matter how early or late one arrives at the party).

Indeed, to twist this story away from God's grace and into a moral tale about how we should respond  to a call for workers takes the story completely out of context! In the previous chapter, immediately preceding this parable is the story of the "Rich Young Ruler" (so called because in one gospel he is identified as rich, in one young, and in one a ruler).  The man asks Jesus,  “Teacher, what good deed must I do to have eternal life?”, and when Jesus replies quoting several commandments. But the man already did those things - what else?

That is all.
